Primary Purpose

Responsible overseeing a high quality, efficient, and cost-effective value analysis process for Parkland Health and Hospital System. This includes establishing and executing streamlined methodologies for service/product selection, utilization, and costs; providing expertise to facilitate supply expense management; actively working with clinical areas to mediate issues with manufacturers and resolve product quality concerns; and continuous monitoring of outcomes to ensure they achieve desired results.

Minimum Specifications

Education

  • Must have a bachelor’s degree in nursing from an accredited school of nursing or bachelor’s degree in related field.

Experience

  • Must have nine years process/quality improvement, value analysis, or related experience in a healthcare setting.
  • Prefer experience in multiple healthcare functional environments.

Equivalent Education and/or Experience

  • May have an equivalent combination of education and experience to substitute for both the education and the experience requirements.

Skills or Special Abilities

  • Maintains standards of professional conduct and performs all assigned and unassigned duties in accordance with the current State of Texas Nursing Practice Act.
  • Must have proven written and verbal communication skills with demonstrated leadership ability.
  • Must have effective organizational skills.
  • Must be able to drive consensus.
  • Must have extensive knowledge of products and services related to the healthcare market.
  • Must be able to demonstrate proficiency with a personal computer regarding applications of spreadsheets, word processing, desktop publishing and database management.

Responsibilities

  1. Develops and executes Parkland wide program for the identification, review, and implementation of product standardization opportunities. Ensures that product quality is not compromised because of cost reductions and/or changes in practices related to purchasing of products and/or services.       
  2. Collaborates with Purchasing and Contracts areas to ensure necessary contracts, negotiated terms, and procurement of VAC approved products and/or services are consistent with the VAC’s requirements.  
  3. Facilitates product and/or service implementations including introduction, selection, utilization, conversion, education, etc. Determines which products/services require review by the Surgical Services, Medicine and Nursing Products Committee. Guides project sponsors in the value analysis, implementation, and monitoring processes. Reports results of initiatives to the Value Analysis Oversight Committee (VAOC), partners with VAOC to ensure results are consistent with company-wide strategic initiatives          
  4. Ensures ongoing communication with end users of procured products/services to share information including identifying, prioritizing, and capitalizing on opportunities.   
  5. Oversees the establishment and monitoring of key financial indicators to ensure expected results are achieved and maintained. Reviews results that vary from expected clinical and financial outcomes and makes recommendations and/or implements solutions as appropriate.
  6. Identifies and analyzes the design of jobs, work processes, workflows, etc. for the Value Analysis area and implements appropriate changes to improve effectiveness, productivity, and efficiency that support the overall goals of the department and Parkland.           
  7. Maintains knowledge of applicable rules, regulations, policies, laws, and guidelines that impact the Value Analysis and overall Supply Chain areas. Develops effective internal controls designed to promote adherence with applicable laws, accreditation agency requirements, and federal, state, and private health plans. Seeks advice and guidance as necessary to ensure proper understanding.             
  8. Stays abreast of the latest developments, advancements, and trends in the field of Value Analysis by attending seminars/workshops, reading professional journals, actively participating in professional organizations, and/or maintaining certification or licensure. Integrates knowledge gained into current work practices.

Job Accountabilities

  1. Identifies and analyzes the design of jobs, work processes, workflows, etc. for the area and implements appropriate changes to improve effectiveness, productivity, and efficiency that support the overall goals of the department and Parkland.
  2. Stays abreast of the latest developments, advancements, and trends in the field by attending seminars/workshops, reading professional journals, actively participating in professional organizations, and/or maintaining certification or licensure. Integrates knowledge gained into current work practices.
  3. Maintains knowledge of applicable rules, regulations, policies, laws, and guidelines that impact the area. Develops effective internal controls designed to promote adherence with applicable laws, accreditation agency requirements, and federal, state, and private health plans. Seeks advice and guidance as needed to ensure proper understanding.
  4. Develops and monitors annual budgets that ensure the department has the necessary funds to carry out the goals and objectives that have been established for the department.
  5. Develops, implements, monitors, and revises annual goals and objectives for the department that support the missions and objectives of Parkland.
  6. Selects, trains, schedules, motivates, supervises, and evaluates employees making recommendations for disciplinary actions up to and including termination, to ensure maximum utilization of individual and group capabilities. Ensures that assigned employees receive opportunities to further their knowledge.
