Avangrid is seeking an EHS Program Manager, Contractor to join their team in Augusta, ME.

JOB SUMMARY: 

Scope of Work – Main duties, settings, geography, reporting relationships, other relationships:

Manages the contractor EH&S program across Avangrid through leadership and coordination with dispersed OpCos and departments, EH&S personnel contractors, and other third-party vendors to ensure compliance with Avangrid contractor EH&S requirements and federal, state, and local regulations. Responsibilities include supporting contractor EH&S qualifications, influencing procurement and communications processes, supporting major projects, performing EH&S audits and investigations of serious contractor incidents, performing training on contractor requirements, and preparing technical reports and statistics on contractor safety. This position ensures that the contractor safety management system is implemented effectively and consistently within the business and owned by the business leadership.  

MAJOR ROLES AND RESPONSIBILITIES(Scope of Work – range of responsibilities): 

  • Provides leadership for staff across multiple divisions/OpCos to ensure operating units are in compliance with the Avangrid contractor safety SOP and additional BU specific requirements and applicable regulations. 
  • Drafts and maintains Avangrid EH&S contractor safety documents with integration of associated business unit processes. 
  • Leads and facilitates contractor EH&S audit program, prepares protocols and annual EH&S audit plan schedules, leads audit teams and periodically participates in business unit compliance audits and inspections. Manages and tracks nonconformances, corrective action and documentation in coordination with businesses. Prepares management reports on the contractor EH&S audit results. 
  • Supports delivery on local contractor risk reduction strategy by partnering with internal staff on identifying risks and implementing solutions. 
  • Implements contractor EH&S qualification requirements and verifies company and contractor compliance with the organization’s qualification system, health and safety policies/procedures, and all government regulations. 
  • Represents the organization and participates on various safety and industry associations or committees. Consults with external sources, colleagues, and functional area experts to determine best practices and applies them in a cost-effective manner. 
  • Provides support to distributed customers (operating units).
  • Reviews contractor site inspections and company audits performed by other staff. 
  • Performs investigation and reporting of significant contractor injuries and accidents including fatalities. Tracks, summarizes, and plans improvements to the Company’s performance on safety, health, and related matters. 
  • Performs statistical analysis and modeling. Assists in preparing regulatory compliance reports to management. 
  • Establishes working relationships with union officials. Actively participates in union matters. 
  • Establishes inclusive relations with key leaders to promote positive safety culture. 

JOB REQUIREMENTS: 

Education and Experience Required:

  • Bachelor’s degree in occupational safety and health, engineering, or related technical degree. 
  • Minimum seven years’ experience in environmental, health & safety discipline 
  • Knowledge of energy industry and understanding of pertinent regulations and standards including OSHA, DOT, ISO45001, OSHA VPP. 
  • Ability to integrate a high performing contractor EH&S management system in diverse company operations and project groups that reduces risks and supports process efficiencies in a continuous improvement culture. 

Skills/Abilities:

  • Excellent verbal, interpersonal, and advanced technical writing communications skills. 
  • Technical knowledge and understanding of EH&S related laws and regulations related to construction risk management and contractor safety. 
  • Ability to analyze organizational complexities and technical EH&S information to create appropriate integrated and consistent processes. 
  • Strong leadership and influencing skills. 
  • Demonstrated ability managing multiple projects and priorities with on-time delivery. 
  • Ability to influence the contractor safety processes in different departments by identifying process efficiencies and providing safety solutions to mitigate risk to acceptable levels. 
  • Apply safety management system standards, precepts, principles, and process. 
  • Must be capable of effectively communicating with all levels of employees within the Company, as well as outside consultants/contractors. 
  • Must possess problem-solving skills to arrive at practical solutions for a variety of safety and health issues, in alignment with company goals and objectives.
  • Must possess the mental and physical capabilities necessary to perform the job duties including frequent travel and conducting contractor EH&S audits and inspections at operations and construction of major projects on rough terrain and in challenging weather conditions. 
  • Ability to operate in national multi-OpCos, multi-union, regulated/unregulated environment. 
  • Demonstrated ability to coordinate with industry professionals across the Company. 
  • Willingness to obtain further certifications and ongoing education. 
  • Professional EH&S certifications (CIH, CSP, CUSP) preferred. 
  • Ability to travel domestically routinely, up to 50%.
