Primary Purpose
The Research Data Integration Manager is responsible for proposing, structuring, implementing, and managing the partnerships and collaborative research between Parkland Health’s Research division and key strategic collaborators, including, but not limited to, UTSW Research Data Services and Clinical Departments, Parkland’s Enterprise Data Services, Quality and Patient Safety, Parkland Center for Clinical Innovation (PCCI), Population and Community Health, and clinical teaching establishments in north Texas and worldwide. The individual in this position will seek to incorporate new technologies and processes that will advance teaching, research and innovation to understand health disparities and improving health outcomes. 

The Research Data Integration Manager looks for challenges, constantly works towards improving their skill levels, and takes ownership for work assigned to them.  

Minimum Specifications
 

Education

  • Bachelor’s degree from an accredited institution, required
  • Bachelor’s degree in Computer Science, Information Technology, Mathematics, Public Health or Healthcare Administration, preferred
  • Master’s Degree in related field, preferred
     

Experience

  • Minimum of eight (8) years of data experience in any combination of the following:

Working with big data sets
Understanding of leading data processing solutions
Working with database management systems
Implementing data models, data marts, and/or data warehouses
Working with data virtualization and metadata management tools
Working with IT healthcare data, reporting, analytics, and/or database support
Developing, executing, and tuning Structured Query Language (SQL) queries
Working with statistical models, packages and/or programming languages (R, SAS, SPSS, Python, Stata, etc.)
Data visualization, dashboarding, and business intelligence development

  • Minimum of five (5) years of healthcare operations and/or healthcare research experience.
  • Minimum of three (3) years working with Epic data
     

Equivalent Education and/or Experience

  • May have an equivalent combination of education and/or experience from the list above in lieu of specific education and/or experience as explicitly stated above.

  • Must be able to guide development and adoption of system specifications and decision flows from discussions about research/business requirements from stakeholders and subject matter experts. Must be comfortable documenting process flows in flow charts or equivalent techniques.
  • Must demonstrate the ability to create plans for multi-dimensional and strategic projects that are clear in terms of risk, potential outcomes, costs and benefits.
  • Must understand database design and structure best practices
  • Must have proven success in data warehouse design, implementation, and support
  • Must have experience with Epic clinical data models and/or Epic workflows fundamental to patient care documentation
  • Must have exposure to Extract Transformational Load (ETL) for a package design and creation viewpoint (streaming and batch)
  • Must have understanding of Structured Query Languages (SQL).
  • Must demonstrate the ability to support and develop complex programs in several technologies.
  • Must have proven success understanding and demonstrating compliance with data privacy and security best practices
  • Must have strong functional experience with Microsoft Office software such as Word, Excel, Access, PowerPoint, Project and Visio.
  • Must demonstrate a comprehensive knowledge of IS operational policies, procedures, and standards; application features and their integration capabilities; application and architecture design and development process, including requirements analysis, feasibility studies, benefits engineering, software design to fit business needs, application and related reporting builds, installation, testing and validation cycles, evaluation, and ongoing management
  • Must be a quick learner, demonstrating good analytical and problem-solving skills
  • Must be an independent worker and self-starter, having the ability to provide internal motivation and drive.
     

Responsibilities

  • Responsible for the spearheading the development of the technology, architecture strategy, goals, and objectives and driving the initial design and development of data platforms, application software and extensive software revisions that support research initiatives.
  • Provides direction and guidance to other IT and Data Science professionals, reviews project requests, and coordinates schedules and project deliverables as needed.
  • Prepares progress reports regarding applications and programming initiatives, intended to keep management abreast of the current work status of the project.
  • Defines product requirements and creates high-level architectural specifications, ensuring optimal feasibility and functionality.
  • Identifies and implements system integration, compatibility, and multiple platforms, ensuring optimal operations.
  • Responsible for the supervision a growing team of employees. Selects, trains, schedules,motivates, supervises, evaluates, and makes recommendations for disciplinary actions up to and including termination, to ensure maximum utilization of individual and group capabilities.
  • Ensures that assigned employees receive opportunities to further their knowledge.
  • Responsible for feasibility studies, time and cost estimates, and the establishment and implementation of new or revised tools, processes, systems, and/or programs.
  • Assists in projecting software and hardware requirements.
  • Assigns personnel to various projects and directs work activities as needed.
  • Ensures the development of project plans and schedules for one or more phases to ensure that work is carried out in accordance with approved priorities and realistic timelines.
  • Assists with the development, implementation, and evaluation of annual goals and objectives for the teams, which are consistent with Parkland and division mission.
  • Responsible for the resolution of operational and program related problems, as needed.
  • Serves as a resource, maintains skills, and promotes staff development. Stays abreast of the latest
  • developments, advancements, and trends in the field of Research databases and big data by attending seminars/workshops, reading professional journals, and meeting with other Information Technology (IT) professionals to ensure the latest technology is available and appropriately used at Parkland.
  • Works to improve technical and professional skills through contact and interaction with other Research data professionals. Integrates knowledge gained into current work practices. Identifies opportunities and assignments which challenge the existing knowledge and skill levels to create a forum for learning new tools and techniques and improving present technical and analytical skills.
  • Protects and maintains patient and institutional information in a confidential manner and in a secured environment. Ensures data access limitations through the use of password protection, read only access, and other measures that protect the data from unauthorized or accidental access.

Job Accountabilities

  1. Identifies and analyzes the design of jobs, work processes, work flows, etc. for the area and implements appropriate changes to improve effectiveness, productivity, and efficiency that support the overall goals of the department and Parkland.
  2. Stays abreast of the latest developments, advancements, and trends in the field by attending seminars/workshops, reading professional journals, actively participating in professional organizations, and/or maintaining certification or licensure. Integrates knowledge gained into current work practices.
  3. Maintains knowledge of applicable rules, regulations, policies, laws and guidelines that impact the area. Develops effective internal controls designed to promote adherence with applicable laws, accreditation agency requirements, and federal, state, and private health plans. Seeks advice and guidance as needed to ensure proper understanding.
  4. Develops and monitors annual budgets that ensure the department has the necessary funds to carry out the goals and objectives that have been established for the department.
  5. Develops, implements, monitors, and revises annual goals and objectives for the department that support the missions and objectives of Parkland.
  6. Selects, trains, schedules, motivates, supervises, and evaluates employees making recommendations for disciplinary actions up to and including termination, to ensure maximum utilization of individual and group capabilities. Ensures that assigned employees receive opportunities to further their knowledge.
