The Mission Solutions Operation (MSO) of Leidos has an immediate need for an Operations Finance Manager.

 

This Operations Finance Manager will work closely with the Division F&BO Directors, Program Finance Analysts, FP&A Lead, and MSO Division Managers to help drive fiscal performance in line with the Mission Solutions Operation’s overall business and strategic objectives.  The Operations Finance Manager will work closely with the MSO VP  to ensure that business strategies and plans are implemented, forecasts and plans are developed and continually monitored, and that financial objectives are achieved. The Operations Finance Manager will responsible for advising line management on all financial aspects of their organizational unit including developing and driving financial forecasts and analyzing the organizations revenue and costs. Duties may include interpreting operating results as they affect the financial aspects of the business, evaluating and approving expenditure decisions, identifying operational risk factors that may impact the business performance of the organization and presenting key business insights and recommendations to achieve the organizations current and future goals. Other duties include making specific recommendations which will result in cost reduction and both profit and process improvements.  This position will report to the MSO F&BO Vice President.

 

Primary Responsibilities:

  • Serve as a subject matter expert for the MSO PFA team and develop processes and procedures to enhance and streamline the overall performance with regard to accruals, spend plans, EAC preparation, invoice generation, and cash management.  Recommend and implement new solutions, processes, policies, and standards to improve the overall performance of the MSO Finance Team.

  • Serve as advisor and strategic partner with regards to business planning, profitability, growth targets and revenue goals.

  • Develop processes to assess, monitor and mitigate business and financial risks within the business.

  • Identify and implement operational improvements, and ensure processes are in place to continually monitor cost and margin performance drivers.

  • Provide leadership and direction to the Division’s financial operations, including accounting, expense control, indirect rate management, financial planning, and cash flow management.

  • Ensure the organization maintains compliance with all established accounting and financial policies, regulations, processes and agreements.

  • Support business strategy and proposal development for New Business opportunities within the Operation.  Work closely with business development, capture management, and pricing teams on new business strategy, cost volume reviews, and preparation of cash flow for various briefings

  • Oversee the budgeting/forecasting process and support associated requests and financial estimates.

  • Participate in building a culture that is team-oriented and committed to professional excellence.

  • Manage, mentor and develop finance staff and direct training and development to ensure that all functional resources are in alignment with organizational needs.

  • Assist in growth & development of financial analysts.

Required Skills, Education, and Experience:

  • Bachelor's degree in finance / accounting field and 12+ years of prior relevant experience in operations finance. Masters degree and 10+

  • 4+ years of experience supervising or leading teams or projects.

  • The ability to analyze financials and advise senior management on financial and strategic issues.

  • Proven track record of growing revenue, improving profit margins, and providing financial support for complex financial transactions.

  • Experience and training in the areas of generation of financial statements, internal controls, performance reporting and evaluation, budget development, and supervision of staff.

  • Thorough knowledge of FAR, CAS and GAAP.

  • Characteristics necessary for success include: analytical, presentation, and problem-solving skills; the ability to create consensus-based support for strategic initiatives and processes, and the ability to establish a solid working relationship with senior management and peers.

  • Requires ability to communicate with executive leadership (internally or client) regarding matters of significant importance to the organization/project.

Preferred Qualifications:

  • CPA certification and/or Master's degree in Finance or Accounting preferred

Clearance Requirement: TS/SCI clearance active and in-scope
