PRIMARY PURPOSE

Serves as primary resource to the Payroll Department to maintain security of the time and attendance system and ensure efficient processing of payroll records for Parkland employees. Responsible for providing back up to Payroll Coordinators & Supervisor as needed.

MINIMUM SPECIFICATIONS

Experience:

Must have five years of payroll experience.

Certification/Registration/Licensure:

None

Meet critical deadlines in a timely/efficient manner.

Responsibilities:

1. Maintains and reviews security for the time and attendance system, including adding, changing and deleting users, to assure appropriate system usage. Defines and monitors clock access and security groups, to assure appropriate employee access.

2. Assures integrity and accuracy of time and attendance systems, including establishing and maintaining data tables to ensure accurate processing of time and attendance information.

3. Assures adherence to PHHS payroll policies, directives and procedures by monitoring payroll activities and serving as resource person for complex time and attendance and payroll issues.

4. Serves as the primary backup resource to the Payroll Coordinators to assure timely processing of payroll records.

5. Assists in the biweekly payroll cycle by processing complex payroll corrections to ensure payroll accuracy.

6. Processes garnishments, mileage, and business reimbursements in a timely manner.

7. Assures the distribution of reports after payroll is confirmed.

8. Reviews and monitors payroll deductions and engages in review and research of the payroll system to assist general ledger staff in reconciling deduction accounts to ensure accurate reporting through the general ledger interface.

9. Assists with special projects such as implementation of new payroll systems or processes, as assigned, to ensure support of overall goals and mission of Parkland.

10. Maintains monthly reporting of statistical data within the Payroll Processing department to ensure accurate review and analysis of departmental functions.

11. Maintains a positive working relationship with management, vendors and employees to ensure accurate, timely and efficient payroll operations.

12. Orders supplies, as needed.

Job Accountabilities:

1. Identifies ways to improve work processes and improve customer satisfaction. Makes recommendations to supervisor, implements, and monitors results as appropriate in support of the overall goals of the department and Parkland.

2. Stays abreast of the latest developments, advancements, and trends in the field by attending seminars/workshops, reading professional journals, actively participating in professional organizations, and/or maintaining certification or licensure. Integrates knowledge gained into current work practices.

3. Maintains knowledge of applicable rules, regulations, policies, laws and guidelines that impact the area. Develops effective internal controls designed to promote adherence with applicable laws, accreditation agency requirements, and federal, state, and private health plans. Seeks advice and guidance as needed to ensure proper understanding.
