Job Summary:
The Policy and Economic Development Manager leads essential policy initiatives and services in response to the needs of the organization and community to advance the urban design proposals, development principles, and non-displacement strategies articulated in Hill District planning documents. The role is responsible for management of economic development programming efforts of the organization which are administered in partnership with individual, organizational and institutional collaborators.
The position requires solid administrative skills, effective project management, strategic thinking, strong written and verbal communication, ability to engage varied internal and external stakeholders from grassroots to corporate, budget management, and the ability to create and foster partnerships and collaborations. The ideal candidate will have tactical bearing of project planning, experience in policy research and analysis, committee management skills, and coordinating associated support systems to effectively deliver the needs of the organization.
Essential Functions:
- Staff and facilitate key Hill CDC Committees, such as the Development Review Panel, Lower Hill Executive Management Committee, LERTA Committee, and Commercial Redevelopment Task Force, including administration and coordination to advance their work;
- Research and track economic, community, and redevelopment activities at the city, county, state, and federal levels;
- Review Planning Commission, Zoning Board of Adjustments, Urban Redevelopment Authority, City Council, and County Council agendas for relevant legislative items pertaining to or impacting the Hill District and work of the organization;
- Provide support for planning initiatives impacting the Hill District, including Greater Hill District Master Plan Update and Adoption, Choice Neighborhoods for Bedford Dwellings, the Greater Hill District Parks Master Plan, NexTransit, and more;
- Draft and review job-related communications for committees, social media, and E-Blasts;
- Maintain database information and content management systems;
- Ensure updates of relevant communication on social media and public platforms
- Collaborate and foster positive relations with critical partners on policy and economic development initiatives;
- Create and review web forms, and other materials to advance policy and economic development initiatives;
- Lead and administer Registered Community Organization activities
- Coordinate and staff special events (stakeholder meetings, teleconferences, town halls, and community meetings) as needed

- Strong administrative skills including email management, scheduling, and problem solving
- Strong project management, analytical and organizational skills, and ability to multi-task

- Proactive thinking with detail-oriented and creative problem-solving approach
- 3-5 years of professional work experience in a related or transferrable field is required
- Excellent research, computer and technology skills are required. MS Word, Excel, Outlook, PowerPoint are essential. Access and other database experience is a plus. Graphic design, web and database experience is a plus.
- Related Bachelor’s Degree or Master’s Degree is preferred; however commensurate work experience will be considered in lieu of degree
- Solid critical thinking and discernment skills with excellent judgement
- This job is 30% Administrative; 25% Communications/Relationship Management; 30% Research & Advocacy, 15% Community Engagement and Organizing
- 9am – 5pm and several evenings per month are required; some weekend time is required for job-related events
- Use of a personal vehicle may be required
- A valid driver’s license is required
- Paid twice monthly
- Compensation is competitive and commensurate with experience
