Primary Purpose
Serves as a dedicated, experienced attorney, contributing to the Legal Affairs Department’s execution of core legal services by focusing on public governmental legal obligations, healthcare related legal and regulatory matters, and related health care operational challenges and all related functions and activities, including public entity procedures, records management functions, risk management functions, and strategic advice and guidance for handling all such matters. Provides Parkland legal representation, policy development and consultation with house staff and administration to ensure efficient, effective legal services. Requires the experience and good judgment to provide a high level of independent thinking, actions, and client interaction.

Minimum Specifications
 

Education

  • Must be a graduate of an accredited law school and be admitted to the Texas State Bar.

Experience

  • Must have four (4) years of practice experience working within a specialization. Areas of specialization include, but are not limited to: procurement & contracts, healthcare related regulatory investigations and litigation, medical malpractice, and general vendor/commercial claims and litigation, including associated hospital operations and risk management functions.

Equivalent Education and/or Experience

  • None.

Certification/Registration/Licensure

  • Must have a current Texas State Bar Association license, OR
  • Must pursue “Admission without Examination” based on reciprocity as outlined by the most recent standards established by the Texas State Bar Association resulting in receipt of a Texas State Bar Association license within nine months of hire.

  • Must be able to work well with colleagues in other departments, and to coordinate effectively with internal and outside legal counsel in appropriate circumstances.

  • Must be organized, detail oriented and have excellent oral, written and negotiation skills.
  • Must have critical thinking and practical strategy skills as applied to hospital/ healthcare business.
     

Responsibilities

  1. Using analytical, problem-solving, and communications skills and good judgment, identifies potential solutions to legal and other problems. Implements timely decisions after consulting with his or her team leader or other Legal Affairs Department staff, as appropriate.
  2. Responds to requests for information and legal guidance.
  3. When requested to assist with disputed claims or litigation, provides counsel and case coordination for Parkland to ensure timely and effective legal intervention. Works closely with Parkland personnel, physicians, and contract counsel for case preparation, discovery, strategy, and trial developments. Answers inquiries, schedules conferences, and maintains files to advance cases appropriately.
  4. Provides other counsel, representation, and services as requested, to address Parkland’s legal, regulatory, contractual, compliance, litigations, and/or transactional needs.
  5. Reviews legal documents and advises Parkland on policies, internal and external correspondence and other business activities as needed to ensure efficient, organized Parkland operations.
  6. Provides advice and guidance to minimize legal and regulatory risk to Parkland.
  7. Serves on hospital committees as selected or assigned.
  8. Identifies and proposes appropriate changes to improve work effectiveness, productivity and efficiency that support the overall goals of Parkland.
  9. Maintains a positive working relationship with Parkland employees and management, vendors, representatives of other hospitals, outside counsel, government representatives and other professionals to ensure optimal communication and cooperation among all Parkland service providers.
     

Job Accountabilities

  1. Identifies and analyzes the design of jobs, work processes, work flows, etc. for the area and implements appropriate changes to improve effectiveness, productivity, and efficiency that support the overall goals of the department and Parkland.
  2. Stays abreast of the latest developments, advancements, and trends in the field by attending seminars/workshops, reading professional journals, actively participating in professional organizations, and/or maintaining certification or licensure. Integrates knowledge gained into current work practices.
  3. Maintains knowledge of applicable rules, regulations, policies, laws and guidelines that impact the area. Develops effective internal controls designed to promote adherence with applicable laws, accreditation agency requirements, and federal, state, and private health plans. Seeks advice and guidance as needed to ensure proper understanding.
  4. Develops and monitors annual budgets that ensure the department has the necessary funds to carry out the goals and objectives that have been established for the department.
  5. Develops, implements, monitors, and revises annual goals and objectives for the department that support the missions and objectives of Parkland.
  6. Selects, trains, schedules, motivates, supervises, and evaluates employees making recommendations for disciplinary actions up to and including termination, to ensure maximum utilization of individual and group capabilities. Ensures that assigned employees receive opportunities to further their knowledge.
