Primary Purpose

Under direction of the Workforce Development Director, supports the Workforce Development(WD) leader in providing oversight and guidance to the Workforce Development Student placement function; additionally, this position serves as a senior-level adviser to the organization in order to develop and conduct WD programs and activities which includes academic student placement, outreach job programs (including grant funded programs), student internships, P-TECH programs, and other WD initiatives; conducts research on best practices and helps coach Program Managers to implement new workforce training initiatives to include career mobility pipelines. This individual will lead large project initiatives to ensure cross-functional alignment, collaboration, and process efficiency to reach identified success criteria.

Minimum Specifications

Education         

  • Must have a bachelor’s degree in Human Resources, Adult Education, Training & Development, Business Administration, or a related field.     
  • Prefer a master’s degree in Human Resources, Adult Education, Training & Development, Business Administration, or a related field.

Experience

  • Must have 5 years of experience in program management and coaching, including design, development, delivery, and evaluation of programs in a health care or related setting.  
  • Must have 2 years of general project management experience over people and/or programs.           
  • Prefer experience planning, managing, and implementing community-based programs.    
  • Strategic planning design experience preferred.
  • Grant management experience preferred

  • May have an equivalent combination of education and experience to substitute for both the education and the experience requirements.

  • Must demonstrate ability to work as a team member and develop strong relationships with internal and external stakeholders, leaders at all levels, and community partners. Must have experience presenting program plans and results to leaders at the Director level and above.

Responsibilities

  1. Partners with Internal and external groups to identify opportunities for developing workforce pipeline and growing internal talent.
  2. Provides oversight of the Student Placement Program to produce desired placement outcomes.
  3. Develops and executes strategy in conjunction with WD program managers to ensure high-quality Observations experiences for high school and post high school graduates.
  4. Supports onboarding and provides oversight to both non-student POI and student POI onboarding to produce desired placement outcomes.
  5. Provides oversight and guidance to the WD team. Evaluates effectiveness of OTM programs – with a special focus on communications activities including benchmarking, monitoring, and reporting results and implementing improvement measures as needed.
  6. Evaluates workforce programs to monitor and analyze effectiveness, completion rates, and areas of improvement; Determines and tracks success measure for program providing monthly status updates.
  7. Provides guidance and strategic planning for WD’s long and short-term programmatic needs to ensure alignment of OTM initiatives and strategic plan across the Parkland system.
  8. Assists leadership in the development of relationships with the community for the implementation of new program initiatives and helps maintain current relationships by maintaining and supporting communications, attending meetings and/or participating in offsite activities.
  9. Evaluates processes and policies and leads the plan to improve them for effectiveness, efficiency, clarity of message and operational impact.
  10. Serves as expert level resource for WD program managers for written documents to include presentations and communication. Leads the development and dissemination of all WD communications.

Job Accountabilities

  1. Identifies ways to improve work processes and improve customer satisfaction. Makes recommendations to supervisor, implements, and monitors results as appropriate in support of the overall goals of the department and Parkland.
  2. Stays abreast of the latest developments, advancements, and trends in the field by attending seminars/workshops, reading professional journals, actively participating in professional organizations, and/or maintaining certification or licensure. Integrates knowledge gained into current work practices.
  3. Maintains knowledge of applicable rules, regulations, policies, laws, and guidelines that impact the area. Develops effective internal controls designed to promote adherence with applicable laws, accreditation agency requirements, and federal, state, and private health plans. Seeks advice and guidance as needed to ensure proper understanding.
