Primary Purpose

Serves as a resource person to external and internal organizations/personnel of Parkland for grant management, financial reporting, and donor information.  Coordinates all fiscal administrative, monitoring, and reporting activity relative to assigned governmental and/or private foundation grant contracts, sub-contractors, and donor entities to ensure effective and timely grant management.

Minimum Specifications

Education

  • Must have a bachelor’s degree in Business, Accounting, or a related field.

Experience

  • Must have six years of accounting, auditing, or finance experience, to include three years of government or private grants management.

Equivalent Education and/or Experience

  • May have an equivalent combination of education and/or experience in lieu of specific education and/or experience as stated above.

Skills or Special Abilities

  • Must be able to demonstrate a working knowledge of personal computers, word processing, spreadsheet, and data base management software.
  • Must possess good oral and written communication skills, good organization skills, and be detail oriented.
  • Must have the ability to negotiate programmatic and financial issues with multiple parties.

Responsibilities

  1. Serves as a resource person and act as a representative to division staff and management concerning grants management, financial reporting, and donor information.
  2. Develops complex financial reports, accounting, or cost reports, research records and other data, and performs analysis or reconciliation as required to produce accurate, complete, and timely accounting reporting. Reviews complex documents for functions, noting changes, corrections, etc., makes corrections and /or journal entries, and forwards to appropriate party as necessary to ensure accurate documentation of accounting reports and financials.
  3. Responsible for financial audits and prepares new and continuation grant proposals to ensure accurate, timely, and effective grant management.
  4. Prepares and submits financial reporting to granting agencies, prepares financial spreadsheets, reconcile all grant accounts, assist in financial audits, and assist in grant proposals to ensure budget accuracy. Monitors grant expenditures as compared to budget on monthly basis.
  5. Reviews the department general ledger performance report to ensure billing accuracy of all assigned grants. Analyzes activities and performance of all grant activity throughout the year to ensure fiscal accountability. Provide monthly financial performance report to contract managers and senior management to ensure maximal grant spending.
  6. Serves as liaison between grantor agency, subcontractors, donor entities, and Parkland Health & Hospital System personnel to assure timely and effective responsiveness and technical support.
  7. Performs analysis and participates in special projects as assigned.
  8. Conducts limited scope charge capture reviews to ensure the accuracy of the charge capture process and revenue expended.
  9. Tracks progress of awarding agency on compliance program work plan assignments, prepares and presents written reports to the awarding agency to document auditing findings.
  10. Processes payments, manages cash flow, verifies the validity, and allow ability of expenditures as regulations stipulate, and assures necessary supportive documentation to provide optimal management and internal control. May redistribute monies within guidelines to maximize grant-funding usage and/or use data to estimate future disbursements for additional or new grant requests.
  11. Maintains knowledge of applicable rules, regulations, policies, laws, and guidelines that impact the Grants Management area. Develops effective internal controls that promote adherence to applicable state/federal laws, and the program requirements of accreditation agencies and federal, state, and private health plans. Seeks advice and guidance as necessary to ensure proper understanding.
  12. Stays abreast of the latest developments, advancements, and trends in grant management accounting/auditing by attending seminars or workshops, reading professional journals and/or actively participating in professional organizations and integrates this knowledge as appropriate into the job.
  13. Identifies ways to improve work processes and improve customer satisfaction. Makes recommendations to supervisor, implements and monitors results as appropriate in support of the overall goals of the department and Parkland.
