Job Description

Basic Function: Responsible for providing leadership along with daily oversight, direction, and guidance to operations and maintenance within the plant. Assist the Plant Manager in ensuring achievement of key operating objectives in the areas of employee safety, employee relations, environmental, profitability, unit availability, efficiency, equipment safety and reliability in full compliance with all applicable laws, regulations, polices, and procedures. In addition, provide specialized knowledge, skills, and oversight of day-to-day plant functions.

Reports to: Plant Manager

Essential Duties and Responsibilities:
1. Ensures safety of employees, contractor and public in all plant operations.
2. Supervises operators and maintenance technicians in all aspects of power plant operations and maintenance.
3. Reviews operating data to ensure continued economic operation, and that all safety procedures are followed and deficiencies corrected; assists as directed in ensuring all environmental and permit requirements are met.
4. Ensures development and review of all operating and maintenance procedures.
5. Participates in the planning and scheduling of all plant activities including maintenance overhauls.
6. Assists in the development and administration of the operating budget.
7. Administers and monitors the performance of personnel assigned to the O&M group.
8. Prepares performance reviews, and salary and disciplinary recommendations. Assists in the training and development of employees.
9. Prepares daily, weekly and monthly operating summaries as directed.
10.Prepares work schedules for assigned personnel.
11.Develops and coordinate the plant safety program, including required training, compliance and tag-out procedures.
12.Participates in the recruitment and selection process for operations personnel.
13.Performs other duties and administrative tasks as assigned.
14.Leads, directs, plans and coordinates power plant operations & maintenance to maximize the long term value of the facility.
15.Responsible for the implementation, management, updating and maintaining of all plant procedures, site policies, training programs, safety programs and work practices, in coordination with other Groups within Company and the General Manager.
16.Monitors and reports plant performance; investigates and corrects any abnormal conditions. Provides root cause analysis reports for any abnormal conditions or situations.
17.Directs and coordinates operations and maintenance work force in the day-today operations and maintenance of the power plant in order to meet production schedules. This includes all scheduled, daily and major maintenance; emergency repairs and retrofits.
18.Creates and supports an organizational culture that encourages and rewards employee safety, involvement, innovative thinking, adaptation to change and continuous improvement.
19.Establish responsibilities, goals and expectations of assigned employees. Monitor and provide feedback to employees to ensure daily production activities support plant goals.
20.Respond to plant trips and upsets as required.
21.Provide management direction in the absence of the Plant Manager.
22.Supports Company in the Reporting, Engineering, Administration, Operations and Maintenance for the Plant.
23.Travel to other sites and other locations as directed by Plant Manager up to 10% of the time.

Qualifications:
1. A high school graduate
2. Two years of technical training, plus a minimum of five years of power plant operations and maintenance experience, preferably from a gas turbine background.
3. Must be able to respond calmly and think clearly in emergency situations.
4. Must be able to visually read and respond to computer-generated data, instrumentation, gauges, readouts and variations in color.
5. Must be able to read and understand control logic diagrams, P&ID’s and other technical material pertinent to power plant operations and maintenance.
6. Must be proficient in word processing and spreadsheet applications such as Excel.
7. Maintain a valid driver’s license.
