Primary Purpose

Parkland Community Health Plan’s (PCHP’s) Senior Data Architect is responsible for the development, implementation, and maintenance of the overall big data architecture and necessary technical solutions on behalf of the vision provided by Parkland Community Health Plan and will provide guidance and assistance to data warehouse development team members. The Senior Data Architect will work closely with and provide backup for PCHP’s Database Administrator for release management and database administration.

Minimum Specifications

Education

  • Bachelor’s degree in computer science, management information systems, information technology, statistics, mathematics, or related discipline is required.
  • Master’s degree in related disciplines is preferred.

Experience

  • Ten (10) years of experience working with data warehouses and large data sets, to include six years of experience working with data management and database administration.
  • Eight (8) years of experience in healthcare data modeling or design and data warehouse integration development using various technologies.
  • Five (5) years of experience providing guidance and mentorship to lesser experienced team members.
  • Five (5) years of experience working with SSIS, SSMS, and SSRS.
  • Experience in major and minor release management.
  • Experience at a managed care organization is preferred.

Skills or Special Abilities

  • Proven success in data warehouse design, implementation, and support.
  • Strong understanding of data models, methodologies, and universes.
  • Strong understanding of Structured Query Languages (SQL), SSIS, SSRS, and core database concepts.
  • Skilled in data management and analysis.
  • Proficiency with Microsoft Office Excel, Word and Outlook is required; Access and PowerPoint are preferred.
  • Strong organizational, analytical, and statistical skills with attention to detail.
  • Ability to prepare project schedules, budgets, and reports.
  • Outstanding verbal and written communication skills.
  • Focused on delivering quality solutions to internal customers and ability to manage customer and vendor relationships effectively.
  • Technical knowledge of client-server and web-based environments, and comprehensive operational knowledge of healthcare applications and systems is preferred.
  • Experience with “Big Data” sets is preferred.

Responsibilities

  1. Responsible for the overall architecture, design, development, and maintenance of the data warehousing function and enterprise strategy for Parkland Community Health Plan.
  2. Participates in strategic planning, coordination, and consolidation of strategic plans for data warehousing and data marts.
  3. Identifies incidents, researches issues, and recommends and implements solutions as needed.
  4. Prioritizes and manages the assignment of incidents. Develops and implements emergency fixes as required.
  5. Assists, supports, and provides backup for Database Administrator in the Release Management Process as well as data administration (dba) functions.
  6. Supports system Database Administrator and reporting operations in understanding and managing the data warehouse and universes.
  7. Mentor’s data architects and data engineers regarding data warehousing techniques and data models.

  1. Identifies ways to improve work processes and improve customer satisfaction. Makes recommendations to supervisor, implements, and monitors results as appropriate in support of the overall goals of the department and Parkland.
  2. Stays abreast of the latest developments, advancements, and trends in the field by attending seminars/workshops, reading professional journals, actively participating in professional organizations, and/or maintaining certification or licensure. Integrates knowledge gained into current work practices.
  3. Maintains knowledge of applicable rules, regulations, policies, laws, and guidelines that impact the area. Develops effective internal controls designed to promote adherence with applicable laws, accreditation agency requirements, and federal, state, and private health plans. Seeks advice and guidance as needed to ensure proper understanding.
